Summary: A new thrust in higher education is addressed to the achievement of national development goals and objective through observance of standards of excellence in the quality of educational delivery services on all school levels including secondary education. Consistent with this thrust, High School administrators through their teachers promote the development of leadership capacity with the school community- students, teachers and other staff, parents and school council- for the overall benefit of the school community and educational system.
