One of the provisions of proclamation 480 entitled "Decade of Education For All (DEFA)" is the globalization of quality primary Education. To realize this, Dr. Rosie Sese, former assistant chief of the Special Education Division stated that the number one concern would be the Education of children with special needs. The researcher decided to conduct this study to conform that it is vital in the realization of EFA.
