520 _aUnesco's interest in the handicapped and in the problems they face is longstanding and has resulted in a number of studies concerning specific aspects of education for the handicapped. Special education aims at preparing handicapped students for a full life in the community. A vital element in this task consists of providing such students with the technical and vocational education necessary to enable them to work efficiently and become useful, independent citizens. Those who are not adapted to the labour market are generally the last to be employed and the first to be dis-missed. On the other hand, those who are capable of participating in the working life of their community can contribute substantially to the development of society.
