520			_aUnesco's interest in the handicapped and in the problems they face is longstanding and has resulted in a number of studies concerning specific aspects of education for the handicapped. Special education aims at preparing handicapped students for a full life in the community. A vital element in this task consists of providing such students with the technical and vocational education necessary to enable them to work efficiently and become useful, independent citizens.
