The cooperation between the Local Government Center (LGC), College of Public Administration, University of the Philippines and Public Administration promotion Centre of the German Foundation for International Development (DSE) dates back to 1990. A five- year training program (1990-1994) was conceptualized and implemented jointly by the two institutions aims at enhancing the administrative capacities of local government officials.
