Assessing district health needs in Third World countries with a view to the way money is spent is becoming increasingly a topic of urgency. This manual has been compiled by three internationally known authors with strong links to donor agencies, especially GTZ, SIDA and WHO. It has been tested in several countries in East and West Africa and in Pakistan by the authors and their colleagues.
