In consideration of the administrative reform initiatives that government in the Asian pacific region have been taking during the last three decades, the Eastern Regional Organization for the public Administration (EROPA) adopted 'Administrative Reform Towards Promoting Productivity in Bureaucratic Performance' as the theme for its fourteenth general assembly and conference held in Beijing, People's Republic of China, in October 1991.
