Censorship is, at best, an ironic task, for it involves both intellect and emotion, both heart and mind in arriving at a certain decision. Such a decision is never without a critic. Even perilous becomes the job when no pre-established standards, apart from the general criteria promulgated years ago by the office, and the vague jurisprudence in few test cases, exist as guidelines for precise judgement.
