The Hague Joint declaration was signed by both parties on September 1, 1992, agreeing on four issues: 1. human rights and the international humanitarian law; 2. Social and economic reforms; 3. Political and constitutional reforms; and 4. End of hostilities and disposition of forces. Appointed government negotiators were Congressman Ambassador Howard Dee as Head, and as members: Jose Yap, Department of Justice Secretary Silvestre Bello III, Atty. Rene Sarmiento and Zenaida Pawid, who was a peace advocate for the Cordillera peoples.
