Long before the creation of the Sandigan bayan, the clamor for a court with specialized jurisdiction over civil and criminal cases against been evident. While the administrative aspect of public servants liabilities could be adequately taken cared of by administrative agencies, the need for anti-graft court remained unsolved. Without a specialized court, these cases will nevertheless be tried by ordinary courts.
