Citizen's participation is the main ingredient of governance in the Philippines. This participation occurs at all levels in the government - barangay, municipal, provincial and national. Since the country has a young population having a median age of 21 years (National Statistics, 2000), the Filipino youth constitutes the largest and considered most influential citizen whose potentials for development are tremendous and almost limitless. They are recognized as the key catalyst of change and development taking into the account the traditional slogan "Youth are the future".
