Realization of empowerment is basically translated through the interface of people's organizations in the different phases of management such as policy formulation, situation analysis, planning implementation, and monitoring /evaluation. In the case of poverty alleviation, efforts to ensure that the poor and marginalized are given a role to play in governance is a values process, to ensure that they can meaningfully and are able to do.
